The Chief University Budget Officer (CUBO) will lead the Budget Office, providing financial strategies and resource planning support for West Virginia University as well as its departments, colleges and regional campuses. The CUBO leads the overall operating and capital budget processes for the University; coordinates the development and implementation of budget policies; reviews and analyzes budget activity and requests; and participates in financial/budget committees. Reporting to the Senior Associate Vice President of Administration and Finance, the CUBO is also responsible for creating long-term financial models and utilizing best practices and systems to promote the effective use of the institution's resources that are aligned with WVU's resource planning goals. This role will have significant interaction with colleges and college/division leaders across the University.
Implement best-in-class mechanisms (systems and tactics) for the review of budgetary units to identify opportunities to more effectively deploy the financial resources.
Lead operating and capital budget development, and maintain short and long-range budgetary financial models and internal controls.
Oversee the creation and maintenance of a comprehensive revenue and expense model
Practice accountability and transparency among the budget operations team and those it serves
Perform analysis and make recommendations on budget/fiscal policy to senior-level leadership.
Advocate and lead enhancements and innovative budgeting techniques.
Collect financial and non-financial information, translate and accurately model current and future initiatives under different scenarios for a variety of activities
Lead and coordinate an annual budget planning process and ensure its successful implementation.
Supervise the production and analysis of quarterly and/or monthly budget status reports; present data, findings and trends to senior-level leadership.
Promote a culture that prepares non-financial faculty and staff to understand the budgetary process and its results.
Ensure strong working relationships with other departments/schools and state agencies.
Collaborate (through partnerships) with academic, administrative, and regional campus units to develop budget models and strategies to meet desired strategic outcomes
Demonstrated ability to work effectively in a leadership capacity with faculty, staff, students, and administrators in an environment of shared decision-making and governance.
Proven track record of developing operating institutional budgets and utilizing rigorous modeling skills and statistical methods of financial planning, analysis and forecasting.
Demonstrated ability to develop budget policy and align programmatic priorities with current and future financial resources.
Demonstrated ability to collaborate with both internal and external sources to further WVU's mission
Ability to analyze data and make data-driven decisions, recommendations and proposals.
Demonstrated experience and skills in fiscal management and sustainability.
Demonstrated commitment to continuous improvement processes using appropriate methods to identify opportunities, implement solutions and measure impact.
Ability to inspire and lead others, and to work as part of multiple teams across complex, multidimensional and interdisciplinary groups and with internal and external partners.

Excellent interpersonal, written and oral communication skills. Demonstrated ability to communicate with an array of business partners and stakeholders, as well as an understanding of the need for regular communication about budgetary efforts.
Ability to work with leadership and staff directly and indirectly in your control. Ability to guide projects at a distance (such as budgetary efforts at regional campuses)
Highly developed Emotional Intelligence to seek opportunities and solutions while maintaining a positive attitude and demeanor.
Ability to simplify complex situations and processes using innovation and resourcefulness
MBA, CPA or comparable advanced degree is preferred. Equivalent work experiences will be considered.
Deep expertise is desired in Accounting, Governmental Fund Accounting and/or Non-Profit Accounting.
