The ITS Project/Senior Manager (ITPM) is the leader and manager of the Colgate University Information Technology Project Management Office (PMO). The ITPM is also responsible for various methods and practices around provisioning IT into university administrative support areas and, as needed, academic areas. This role enhances the project and portfolio management practices maturity across the University, and tracks and reports on the conformance to plans and expectations of IT-oriented initiatives. The ITPM is responsible for supporting and enabling IT projects, programs and structured work efforts. The ITPM ensures that the work of the PMO adds value, is relevant to the strategy of the IT division, and meets the goals set for the PMO by IT leadership colleagues.Specific accountabilities include:- Facilitates among stakeholders and organizational leadership a consensus around the mission and vision of the PMO to foster a project management-oriented culture and mindset.- Engages IT leaders and constituents to define the PMO mission, goals and operating model.- Identifies and implements project management processes, methods, tools, guidelines and standards in order to establish a stable framework that supports all project teams and stakeholders to improve the probability of successful project delivery.- Defines, manages and implements the needed end-to-end PMO work effort, which includes leveraging best practices and techniques in identifying, quantifying and tracking the realization of expected benefits defined in business cases.- Provides ongoing partnership, coaching and mentoring to functional area project leads.- Implement directives from Colgate University's cross-divisional information technology team- Regularly reviews and evaluates opportunities to improve project management best practices. Essential Functions: * Qualifications: - A minimum of a Bachelor's degree in IT project management, or a degree in computer science, information systems, business administration or related field with an industry-accepted IT Project Management certification.- A minimum of three years of IT experience.- A minimum of three years of project leadership responsibilities.- Demonstrated experience in leading diverse teams.- Demonstrated experience with one or more project management methodologies; i.e. PMI PMBOK, PRINCE2 or Agile.- Demonstrated and significant knowledge of project planning tools with evidence of practical application.- Demonstrated and exceptional leadership skills with the ability to develop and communicate the PMO vision, and inspire PMO staff.- Must have a distinctive blend of business, IT, financial and communication skills.- Effective influence and negotiation skills in an environment where resources may not be in direct control of this role.- Demonstrated analytical, strategic conceptual thinking skills with the proven ability to develop and execute a strategic plan.- Demonstrated deep understanding of current and emerging technologies and how other similar institutions are employing them.- Excellent verbal and written communication skills, including the ability to explain IT concepts and technologies to functional area leaders, and business concepts to the IT staff. Additional Preferred Qualifications: - A Master's degree in IT Project Management is preferred.- IT Project Management experience in the higher education sector is preferred.
