West Virginia University (WVU) is seeking a strategic and transformational leader to serve the University with its over 30,000 students and its over 7,000 faculty and staff as the Associate Director of Transportation as the Lead Administrator of the Personal Rapid Transit (PRT) System.
This transportation resource is an icon on the campus and carries students, staff and faculty, as well as numerous guests, to the points of the sprawling campus which is WVU. WVU's PRT system is an automated people mover system that connects WVU's three campuses and the Morgantown Central Business District. The PRT consists of a fleet of about 70 electronically powered vehicles operating on 8.7 miles of dedicated guideway. Since opening in 1975, it has provided over 85 million passenger trips without injury and with an average ridership of about 18,000/day. This summer, Phase II of the Modernization Project that involves the replacement of automated train controls system and substation/electrical gear will be completed. August of 2017 will mark a major milestone with the launch of the updated system. Phase III, the vehicle replacement project, is scheduled to begin design and development in 2018 and deployment from 2019 through June 2021.
The scope of Phase II included the redesign and replacement of the Automatic Train Control (ATC) System, replacement of substation and electrical gear, and hospital tunnel repair.
The ATC system was a key component in the overall operation of the PRT. WVU, in conjunction with Thales Corporation, developed an ATC system based on a proven Thales system but with added features that mimic the existing PRT system's functionality. The entire system, including the vehicle fleet, will be outfitted with the new ATC solution by the fall of 2017. Replacement of this major system will significantly improve the PRT's performance.
The design and installation of a new train controls system will include new vehicle controllers, wayside and station computer control equipment, central control equipment, and fare gates with new destination selection units. The new train controls system will use radio frequency communications thereby, reducing maintenance needs and vastly improving system availability.
The Associate Director will lead the engineering, operations, maintenance, and modernization teams of the Personal Rapid Transit System (PRT) in line with the Department of Transportation and Parking (T&P) mission of providing reliable and efficient transportation across campus and the extended local community. Performing these duties for a multi-shift operation requires big picture thinking to align with the overall vision and mission of the institution.
Duties for this position include a blend of technical, planning, customer service, talent management, administrative, and financial management experience and skills as listed below:
Manage the operations and maintenance of all technical/system equipment and infrastructure related to the central communication and control, vehicle, guideway, building, electrical, and other components of the PRT.
Coordinate all design and engineering related activities in support of system maintainability and reliability, procurement research, quality control, configuration control, and development of innovative solutions.
Oversee timely monitoring, reporting, recordkeeping, and upkeep of the system
Inspire teamwork and a contagious customer focused approach with every member of the team with the one facilities and services mindset.
Provide engineering assistance to other functions of the department as necessary.
Actively engage in the development/implementation of short and long range strategic planning activities and other T&P departmental objectives. Create procedures and protocols that support WVU's mission of recruiting/retaining students and compliance with the university, federal, state, and local rules and regulations. Assist with developing proposals for grant and other funding opportunities.
Prioritize, establish, and manage budgets from various funding sources related to capital, operating, maintenance, and deferred maintenance needs. Develop budget forecasts and proforma for normal operations, PRT modernization, special projects, and other grant funded projects. Seek out opportunities to generate revenues and reduce costs while improving efficiency and effectiveness.
Create a work environment driven by the OneWVU mission and ownership that empowers employees to be productive and innovative. Perform talent management activities that target assessing staffing needs, employee development, worker safety, performance evaluations, and diversity in the workforce.
Develop communication plans in advance for large events and service disruptions. Serve as a liaison with students, faculty/staff and local community. Represent WVU/T&P department at local, regional, state, and national events/meetings/conferences.
Other related duties as may be necessary to meet WVU and T&P's mission.
Bachelor's degree in planning, transportation, electrical, mechanical, electrical/electronic engineering, systems engineering or equivalent experience
Strong technology skills and knowledge of issues and trends related to transportation and parking
Ability to inspire and motivate teams to effect change
Demonstrated ability to lead and work with large teams
Strong interpersonal skills with the ability to partner with units across campus and other agencies
Develop and manage budgets
Ability to communicate clearly and concisely with excellent oral/written communication skills

Minimum of five (5) years of planning, engineering, and operational experience with fully and/or partially automated systems used in people mover/mass transit systems, manufacturing/production applications, or similar translatable experiences
Supervisory and project development/management
Transportation experience preferred
